St Lucia Bikeway Stage Two – Further Consultation

The St Lucia Bikeway is part of the Lord Mayors commitment for Brisbane City Council to invest $100 million in the bikeway network in just four years. It is an important link in Council’s bikeway network plan, providing a connection between Indooroopilly and the University of Queensland.
The bikeway is being completed in two stages. Stage one, between Carawa Street and Tarcoola Street, was completed in 2008. Stage two will continue the link from Tarcoola Street through to the University of Queensland.
Council commenced consultation on stage two of the bikeway in late 2008 and presented three options to the community for review.
Consultation outcomes
The feedback received identified the following response rates:
• Option A – providing an on-road Bicycle Awareness Zone between Tarcoola Street and Sir William Macgregor Drive – 4% support
• Option B - providing a shared off-road bicycle and pedestrian path along The Esplanade and Upland Road, in addition to a Bicycle Awareness Zone between Tarcoola Street and Sir William Macgregor Drive – 56% support
• Option C - providing a shared off-road bicycle and pedestrian path along The Esplanade and Upland Road, constructed to equitable access standards, in addition to a Bicycle Awareness Zone between Tarcoola Street and Sir William Macgregor Drive – 28% support
• Alternative option suggested by community – making The Esplanade one-way to vehicular traffic with on-road facilities available for cyclists and pedestrians.
Council believes option B and the alternative one-way option will both provide a safe and reliable bicycle connection to the university.
Council is now commencing a second phase of consultation to determine the level of community support for the options listed below.
Two-way road option
The two-way road option (option B above) would involve:
• a shared off-road bicycle and pedestrian path along The Esplanade and Upland Road to separate cyclists from vehicular traffic
• a Bicycle Awareness Zone between Tarcoola Street and Sir William Macgregor Drive
• a pathway along existing contours of The Esplanade, with some steep grades
• some tree removal however where possible, path to be located away from established trees.

One-way road option
The one-way road option would involve:
• making The Esplanade one-way between Boomerang Road East and Tarcoola Street, with traffic flowing in a west-bound direction (away from the university)
• a separate path designated for two-way cyclist and pedestrian movements
• intersection treatments (including minor road modifications and signage) implemented at the intersection of Highland and Hillside Terraces
• formalised on-street parking along this section of The Esplanade
• less vegetation removal than the two-way option.

A display of the project plans will be held at the Uniting Church Hall, 7 Hawken Drive St Lucia (opposite Ironside State School) on Saturday, 10 October 2009 between 2pm and 4pm. Project representatives will be available to discuss the design options and attendees will be able to provide feedback for consideration.
